Burton told commissioners that in addition to addressing a safety issue for the general public, adoption of the federal regulations could provide a new revenue stream for the county.  He told the commission that the minimum fine for failure to comply with the federal regulation is 250 dollars, and between a quarter- and a half-million dollars for a criminal act.
