If authorities had to take animals due to this individual not providing proper care then why would PETCO still allow their employment?

If you would read the article these animals were getting care. Why not judge the individuals that dumped the animals, gave animals that were sick because they couldn't afford to take care of them to this individual and various towns that also signed over animals?

If the humane society came all the way down from St. Louis to take these animals why is there not enough evidence to prosecute? Something is not right here.
